VAT and RCT for flooring work
Supply-and-fit construction services are charged at Ireland's reduced 13.5% VAT rate — unless the materials you supply cost more than two-thirds of the total price, in which case the standard 23% rate applies to the whole job (Revenue's "two-thirds rule"). If you're subcontracting for a principal contractor under RCT, invoice VAT-free instead — the principal self-accounts and withholds 0/20/35% depending on your RCT compliance rate.
Flooring is one of the trades most likely to sit near the two-thirds line — on a premium engineered-wood or LVT supply-and-fit job, material cost can be a large share of the total price, so check the split before you quote a supply-and-fit price rather than fitting-only.
