VAT and RCT for roofing work
Supply-and-fit construction services are charged at Ireland's reduced 13.5% VAT rate — unless the materials you supply cost more than two-thirds of the total price, in which case the standard 23% rate applies to the whole job (Revenue's "two-thirds rule"). If you're subcontracting for a principal contractor under RCT, invoice VAT-free instead — the principal self-accounts and withholds 0/20/35% depending on your RCT compliance rate.
Smaller repairs (flashing, a few tiles, a gutter clear) are mostly labour and stay at 13.5%. A full re-roof with a large material spend on tiles or membrane is the job most likely to approach the two-thirds threshold — worth checking before you quote.
